In addition to paperclips, staples and pens, I think every office should come equipped with 1 (one) nine-year-old child, for interpreting such difficult error messages as "You have entered the wrong password" and "You need to load more paper into the printer". It would certainly save a lot of unnecessary calls.

to be sure, there are numerous ways to get "no dial tone" when there is, in fact, a dial tone to be gotten there.

Reminds me of a rule from The Evl Overlord List (http://www.eviloverlord.com/lists/overlord.html):

12. One of my advisors will be an average five-year-old child. Any flaws in my plan that he is able to spot will be corrected before implementation.

Child Labour Laws would prevent such a young, impressionable person from being exposed to too much stupidity.

Instead, they'll send them to public school where they'll learn to be stupid from professional idiots.

Oh trust me, there are professional idiots in rather good supply in public schools. I know, for I have seen them and worked with them. Although not all are bad, just a few are.
