My Switch isnt working on Port22

Manageable Switch. Port22 not working

So we want to check if the port is maybe deactivated ?
open Hyperterminal Session to access Switch over RS232 (configuring THAT takes about 15 minutes) *sighs*
configure switch to get get connection over Webbased Site.
Connection cant be establishes....
me: "can you try another Cable between the laptop and the switch ?"
Customer: "Oh.. the switch needs an NETWORK Connection for that ?"
me: *CRIES*
