I like to refer these people to their supervisor, manager etc. If there's something they should know in order to be able to function at their job, and they don't, it's manager time. Either the local boss slowly comes to realise that this person is a waste of space, or if they're as bad as the employee then both of them will continue to annoy each other for a long time to come.

And that's just karma :)
