I get this about twice a day from a "programmer" here ...
Background

Remote location connected to office in New York by a triple redundant set of Fractional T1's.
Local site contains roughly 20 programmers working on various projects.
New York  site contains various business units. Includes various server farms. Programmers work on servers.
My responsibility: Local Lan, local PC's, and this side of the Point-to-Points.

14:52 <Kalidor (Office)> So, let me just make sure I have this right in my ticket sir. You already called the Home office help desk to try and fix the network problem. They returned to you saying your project server is overtaxed by your project's use?

14:52 <Kalidor (Office)> Well, sir, as I have stated there is nothing wrong with our segment of the network. And as you have stated, there is nothing wrong with the remote end. I suggest you talk to your manager about allocating two more servers to your business cost center so that you can spread the stress between the servers.

At this point I have this one log that I just paste half my responses from ... its nearly the same conversation every day. I've sent an email to his manager, but she told me to just entertain him.

any way you can put a dollar value on the cumulative productivity loss caused by this repeated exchange & then send that to his manager?

And, if possible, have your manager invoice that other manager?

Sounds to me as if you need a local policy saying you won't support that particular caller.
