I get this about twice a day from a "programmer" here ...
Background
Remote location connected to office in New York by a triple redundant set of Fractional T1's.
Local site contains roughly 20 programmers working on various projects.
New York site contains various business units. Includes various server farms. Programmers work on servers.
My responsibility: Local Lan, local PC's, and this side of the Point-to-Points.

14:48 <3xch4ng3 K1dd13 (Office)> network is really slow now.
14:48 <Kalidor (Office)> Ok ... let me check a few things real quick ...
I check the devices, all lights green.
14:50 <Kalidor (Office)> I am sorry sir, the network seems to be operating fine on this end. Could you please try pinging newyorkserver1 for me?
14:51 <3xch4ng3 K1dd13 (Office)> That getting about 38ms forme.
14:51 <Kalidor (Office)> That is well within the 58ms tolerances specified by our design to home office sir.
14:51 <3xch4ng3 K1dd13 (Office)> But still get 300 ms to newyorkexserver2 with many pingloss.
14:51 <Kalidor (Office)> Well sir, that is in the same farm as newyorkserver1. Our responsibility lies only as far as the VPN goes. Past that you have to call Home office help desk, per policy.
14:52 <3xch4ng3 K1dd13 (Office)> Well I call you because they said not network. Said that 5 copies exchange affecting performance.
14:52 <Kalidor (Office)> So, let me just make sure I have this right in my ticket sir. You already called the Home office help desk to try and fix the network problem. They returned to you saying your project server is overtaxed by your project's use?
14:52 <3xch4ng3 K1dd13 (Office)> Correct. So I call you to fix network.
14:52 <Kalidor (Office)> Well, sir, as I have stated there is nothing wrong with our segment of the network. And as you have stated, there is nothing wrong with the remote end. I suggest you talk to your manager about allocating two more servers to your business cost center so that you can spread the stress between the servers.
14:53 <3xch4ng3 K1dd13 (Office)> Ok. Thank you. Network much faster after you fix it!

At this point I have this one log that I just paste half my responses from ... its nearly the same conversation every day. I've sent an email to his manager, but she told me to just entertain him.
keyboard, meet head. Head, keyboard.
