I notice that we have exceeded our monthly allowance of mb used. Does this mean the computer operating speed slows down, or just download speed? Our computer is running really slowly and I'm wondering if it's because of the excess? When does our next monthly allowance begin?

Friend's parents asked me why their computer wasn't going any faster since they upgraded to cable a few years back. We both had a good laugh over it
