I think it's just impatience most of the time, some people's computers take a long time to boot. (Which seems like 10x longer when you're sitting there watching and waiting)
I think it's because deep down they realize there's a 50/50 chance that this 10 year old computer they "rescued" from the salvage yard won't boot up the next time they turn it on.
I deal with a lot of cheap/poor end users (I work for an ISP with a large presence in rural areas)
Reboot? I just leave mine in hibernation all the time. Being WIn2k it's solid enough that I can do that, and I only restart it when it either screws everything up or some install requires it.
Its just tech-fear. One of the users I babysit refuses to change his passwords unless I am standing behind him to check he "doesn't do anything wrong". No idea what he thinks will happen if I'm not there!
