Sequence of events:

Got a call from Division IT guy asking why we don't have spare monitors because user is asking to borrow one from them because his is out. I inform Division IT guy that we do, in fact, have monitors.

Got a call from user in question asking if I got a call from Division IT guy, who then tells me he wants a flatscreen. He works with maps, etc. I offer him one of the small ones in my lab, he declines, saying he wants something bigger.

Cue FUMING on my part.

After a conversation with my boss (and nearly beating down his door, I am FURIOUS right now), I can understand that you have a lot of work and that you need a lot of things we might not have provided initially.

HOWEVER:

You do NOT go over my head without talking to me first. I am the first point of contact in matters related to computing in this office. You do NOT make me (and by extension, my boss) look bad by talking to Division. You do NOT lie to people to try to get your way. Your monitor WORKS, btw. Good job telling Division IT guy it didn't.

What's even worse is that this is over something largely inconsequential. I still don't understand why he didn't just ask me - he comes to me for EVERYTHING ELSE, after all.
