At %work%, it would be because some clueless support droid added them to the "excluded from ALL group policies" group, which specifically disabled ALL MAPPED DRIVES for that user/computer.

I've had to beat people about the head when telling them not to leave people in that group, because it breaks more things then it 'fixes'.
