I wonder if they were checking to ask 'should it have been the last day of February, in which case it actually has one more day on it because this is a leap year'. But they should have elaborated, if that's what they meant.

your theory on what they may have meant could be very true. i have a colleague who writes email messages so that they're super short but mean more than they say. it drives me insane because he then wonders why i ask certain things several times. -_-
