when this is the first thing i see in the morning i just know it's going to be an awesome day. this on top of the fact that i have a broken printer and surprise new users starting monday that i JUST found out about. now its time to pull a cubicle / workstation / new fuser out of my.... what?

I don't see this as a particularly bone-headed request. Some PCs support it in BIOS, and various versions of Windows allow it to be set in different ways (http://www.annoyances.org/exec/forum/win98/t1003776170). Either way, I would definitely want my users to ask me, rather than fiddle with either method themselves.

would you email a client with that sort of language???

If I were already on a first-name basis with them, sure. Though I would hope I wrote "automatically" instead of "automatic" in the above sentence.
