Depends on your acronym system...some use lower case to designate 'nuts and bolts' words, others leave them out altogether.

But since leaving "of" out of it gives you a perfect TLA I'd go with the latter.

Without even knowing the specifics of the problem or set-up, I can easily understand exactly what a TOC error is...
which means it's a lot clearer than most standard error codes!
