I think I now know what it feels like to be slowly drowned in a glutinous sea of syrupy stupidity. By mind would boggle if it hadn't just shut down for teh sake of self preservation.

Did you notice the "huge case fan" was also the cpu fan? So, not only did they throw out the heatsink (and kept the compound on the processor), but they decided the cpu fan was a case fan? Though, it does look like it might be plugged into the cpu fan pins (hard to tell without the diagram for that particular motherboard).
Uh - I think the fan is still attached to the heat-sink actually.
It's one of those pictures that the logical brain just cannot process - three pronged one slot widget kinda thing: "No, you're not really seeing that. It cannot be what you perceive."
And irony of ironies, this evening my computer kept rebooting spontaneously, and thinking of this post, I checked and found that one of the cords had been jostled into blocking the fan blades. Thank you, techsupport, you were helpful and you didn't even mean to be!
