Dear Customer,

Just because you insist that I reboot the server, does not mean that I necessarily will reboot the server. No, cursing at me will not change this. Nor will screaming and yelling. Yes actually, I do need steps to duplicate before I can do something that will affect hundreds of customers that are on your server. BTW, if your custom script isn't working, that is SOOO not our problem. We do not support your site's content, just the server that it's hosted on. Should *I* deem that IIS or your server need to be restarted, I will take care of it. In the meantime, sit down like a good little sheep, shut the fuck up, and stop screaming in my ear. Kthxbye.

What? You don't like not being able to restart IIS at any time? Fine, get a dedicated server for 10X what you're paying now, and you can restart IIS any time you want...
