In both of the places I have lived there are competitively priced ISPs that don't differentiate between business and consumer, you just have to go hunting for them. The one I've been with has been very happily operating word of mouth for 7 years now with unmatched service in the area, at 2/3's of the price of the more popular isp's; living off word of mouth only business.
