How much worse does it get?
A customer calls up. When her modem is trying to dial, she's getting a message on the line from the operator, asking her to dial the number correctly. After checking the access numbers she had selected and making sure they were correct, I asked her if she had anything like cancel call waiting, or dial nine to get out checked. She replied that she had cancel call waiting selected.
I sat there for a mement.
Ma'am, do you have call waiting on that phone line?

"No"
